SICA is het secretariaat en uitvoerend bureau van twee organisaties: EUNIC Netherlands en de Netherlands China Arts Foundation.

EUNIC Netherlands is het samenwerkingsverband van de buitenlandse culturele instituten in Nederland en is onderdeel van Europees netwerk.

De Netherlands China Arts Foundation was een tijdelijk loket voor advies en financiële ondersteuning bij Nederlands-Chinese culturele uitwisseling.
